Did you know Vietnam’s National Assembly has introduced new framework guidelines to tackle real estate challenges?

In February 2025, the National Assembly of Vietnam declassified and made publicly available

Resolution No. 170/2024/QH15 (Resolution 170), which was initially issued on 30 November

2024. This Resolution provides special mechanisms and policies to resolve legal obstacles

affecting real estate projects subject to inspection conclusions, audit reports, and court

judgments in Ho Chi Minh City, Da Nang, and Khanh Hoa.

Resolution 170 marks a key step forward in handling past violations by State agencies and

developers, and simplifies administrative procedures for land and real estate dealings. However, despite the legal solutions offered by Resolution 170, fundamental issues that impact investors and project developers remain unresolved.
